i need cvs vls where can i get it

Discussion on the (deprecated) VideoLAN Server application as well as the miniSAPserver stream announcer. This is not about VLC!

You unfortunately can't get cvs vls as vls doesn't use cvs anymore. You can get svn read access here : http://developers.videolan.org/svn.html
