The reason why they have fallen so far behind, is because it's very difficult to maintain, since most of the 8.1 SDK do not work anymore on recent VS versions and because it's very hard to develop for, because so much is missing.You presumably thought this thread was about what versions were available of Windows 8.1!
No, it's about the versions of the VLC app that are available for Windows 8.1, and why they have fallen so far behind the Windows 10 versions.

Don't think that it is possible, as you cant downgrade app version with the Microsoft Store.I'd be perfectly fine with a 1.0 or 2.0 ver of the Windows store app for 8.1
