if I turn this on, I have similar problems.

I would have suspected file corruption but these are the same video files that I played with VLC on Windows 7 on my old PC. (I only just got this new PC the day after my old PC died.) As a double check, I copied the files to an USB stick and played them on another PC still running Win7 with VLC 3.0.4. Worked fine.

Also, as I said, the files play fine using PotPlayer and Windows Media Player.

Given all that, doesn't look like file corruption.

OK, I take your point, but did you try streaming the file like I did? Windows 10 is full of bugs these days and any one of them can cause problems so it's important to try and narrow down the focus.

That's an old one and needs to be updated. Proceed as follows:

1. If it's open, close vlc first.
2. Next, go to this site
3. Copy all 413 lines and paste them into Notepad.
4. Click File ---> Save As and type: youtube.luac as the file name. In the field below that called "Save as type", use the dropdown menu to change it to "All files" and then click "Save". You're going to use that file to overwrite the one which was created on Thursday, ‎August ‎9, ‎2018 so save it somewhere where you can find it easily.
5. Hit Windows key + R to open the Run command and then copy/paste the following and hit Enter: C:\Program Files\VideoLAN\VLC\lua\playlist This will open the the file location where all the .luac files reside. I've attached a screenshot to show the files in that directory on my own machine.
6. Next, drag and drop the youtube.luac file you created earlier and confirm that you want to overwrite the existing file with the same name.
7. Close Windows File Explorer and then go stream that file which produced the error before.

Still got the green screen when trying to play MP4 videos.

As inanna.moon I have AMD Ryzen 5 2400G CPU and RX Vega 11 graphics, but I’m already on the Windows 10 1809 with latest cumulative update. The problem here is also new driver from AMD (18.10) and only in .MKV files with MP4 video in it. Old .AVI with DIVX working fine. I tested this with latest 3.0.5 and 4 nightly with the same result. Only the DX11 path is affected, as soon as I go to the DXVA in hardware decoding, everything is fine.

I found the ticket with the same problem description. There some Vega 64 owner is effected, but the rest is the same.

Versions 3.0.3 and 3.0.2 didn't work either. Skipped trying those version 3 branches and went straight to version 2.2.8 and it worked perfectly with my sample video on the same computer where those version 3 versions were showing green screen. So there must be something that VLC player is doing differently related to H.264 MP4 video files, which causes this problem. I tried VLC player version 3.0.3 just 5 minutes before I downgraded to 2.2.8.
I guess I won't be upgrading that version anytime soon.

It's not about Windows files, nothing else was changed.
It is something that happened to VLC player between versions 2.2.8 and 3.0.2.
It does not happen on all computers, it may be HW-related issue, but it is NOT caused by the HW or the windows drivers.

I then tried installing version 3.0.0. It produces green screen.
I then installed version 2.2.8 again and it works fine.

AMD has ended support for 32-bit version drivers as of October 1, 2018. More on the subject here.

According to notebookcheck.com the graphics hardware in your machine doesn't include any dedicated memory at all.

Try lowering the settings you run videos on to see if that helps, but make sure hardware acceleration has been disabled since that's the main problem where lower end graphics are concerned.

I understand that aspect, but 3.0.4 is far more advanced than 2.2.8 The problem here is that your hardware can't keep up with these kind of changes which are usually resolved by updating graphics drivers. You can see that from this thread where users had the same problem.

Have a look at this article to see if it helps at all. Your graphics chip falls into the legacy category since AMD no longer supports 32-bit drivers.

Tested DX11 and automatic path, which were broken in the past, and DXVA 2.0 path also. The hardware and the drivers are the same as with current release, where this issue still persist.

I have to check if it's reasonable to get and install 64-bit windows. Probably not, since the older version of VLC is enough for me anyway and there are other alternatives which work as well.
But if I ever need to upgrade my system (broken motherboard or anything), I am surely selecting the 64-bit windows.

If you know software development, the optimization was like avoiding copies between two major parts of your application, except that the two major parts are hardware here, and the memory can be 4K video, so maybe ~31MB per frame, which can happen 60 times per seconds.

The optimization is pretty important to have, but depends a lot on the behaviour of drivers, as it is related to hardware.
