Can Play with 2.2.2, not with 3.0.4

I have video downloaded from a chinese surveillance DVR that I can play with 2.2.2, but not with 3.0.4.

Why is this?

3.0.4 silently refuses to play this video.

Running Ubuntu 16.04

start vlc from Terminal with the command vlc -vv
