Raspbian Stretch VLC not working for new second user

Hi I have installed
-Raspbian Stretch with desktop and recommended software
-Release date: 2018-11-13

It includes VLC 3.0.3 Vetinari and all works well with the pi user. It can play mp3, mp4, mkv full screen no problem. I assume with HW acceleration? It also works when I plug a usb flash drive in and it play the files directly from the drive.

However I created a new user with
sudo adduser bob

and I wanted this to be a limited user and never made bob a sudoer. Now VLC does not work for this user. He can play mp3 from his home dirs but cannot play mp4 nor mkv from his home dirs nor the usb flash drive. Vlc pops up and disappears. I have checked the video file permissions are correct for this user to play them

I have tried resetting VLC preferences and it makes no differnce.
Any advice would be greatly appreciated.

Sorry I thought the latest Raspbian Stretch enabled HW Acceleration VLC
I tried your command to run vlc but it still does the same pops up and crashes instantly. this is the out put I received before it crashes

It looks like no one can help on this forum

this is obviously an issue with the latest Raspbian Stretch distribution and VLC not working properly with it. I done a clean install never changed anything and created a new user. You should not be expecting problems with VLC. Does anyone know where I can report this bug with the distribution?
