RTP streaming best in version 2.1.5, not good on 3.x

Hello all.
I have the following setup:
Windows 10 running vlc which creates a RTP stream from a DVD or local video. The RTP broadcast is played back on raspberry pi running omxplayer.
It is also played back on Knoppix using vlc on a different device.
Through much troubleshooting I have determined that using VLC 2.1.5 on the server (Windows 10) streams much better than the latest version VLC 3.x
I can successfully transcode the stream and it will play back nicely on either the omxplayer or Knoppix using VLC 2.1.5.
If I update to VLC 3.x I no longer get a quality stream transcoding or otherwise.
Any ideas as to the difference with the way RTP streaming is handed between the two versions of VLC?

Yes, there is an issue with UDP input in 3.0

Would there be a version between 2.1.5. and 3.x that wouldnt have this issue?
