Problem with --stop-time in vlc-3.0.2

Hi all

I have a problem with vlc-3.0.2 when i wan to convert a video file from one format to mp4 format.
The problem has occured when i use the "--stop-time" option of vlc command line to convert only some part of video file ( not all of it )
The problem is that the "--stop-time" option has no effect and all of video file is converted.
I had not this problem with vlc-2.** and i have this problem only with vlc verion 3.0.2
I am using the Ubuntu 18.04 and vlc for linux from the ubuntu original repository .

Extra explanation : I even tested the "--run-time" option for solving above problem , but "--run-time" also had no effect :-(

Can anyone solve this problem for this version on vlc ( 3.0.2 on ubuntu 18.04 ) ?

Is that a conversion from mpeg ts ?

* Always check your issue against a developer build from Nightly Build of VLC

Yes, but i only tested this manner and if i test from another formats the problem may occur again .

Try what we fixed for 3.0.4 for stop-time.

But i could not find vlc-3.0.4 sources in videolan.org server :cry:
The last vlc in https://www.videolan.org/vlc/download-sources.html and http://get.videolan.org/vlc/ are 3.0.3 :(
Please give me its URL for download ( for 3.0.4 )

Another problem is for --start-time as:
The same result is for --start-time . the --start-time option has not effect in same converting of files .
I would be very happy if this problem can be resolved too .

This is nightly builds. 3.0.4 is not released yet.
