Speed Limit not working [VLC 3.03, OSX 10.13.5]

Speed Limit not working in VLC 3.03 on High Sierra (10.13.5 ). Have used this function in the past, so am aware how to use it.

I have no idea what this "speed limit" feature is.

Hi, Jean-Baptiste, speed limit-mode is that little turtle-icon on VLC... turns blue when clicked on, means it's active ( when it's working properly ). If you go to Preferences > Bandwidth you'll see Global Bandwidth then below that is Speed Limit Mode, where you set the speed-limit rates & time of day 'on' & 'off'. Has worked great for me on earlier versions... it says you're an administrator, I'm shocked you say you have " no idea what this is " ? ? My advice would be, get to KNOW an app that you are going to be an 'Administrator' for, around the world... just a suggestion, lol

P.S. it's a way, for many, of accessing all the Off-Peak Data that ISP's flaunt in their advertising. I don't stay up all night, so without something like Speed-Limit, all that data goes to waste, that we pay dearly for, here in Australia.

First of all, please watch your language, this is very inappropriate.

And for the topic, it seems you are actually talking about a different application. I do not see any turtles in VLC, neither a preferences --> Bandwidth.

As I probably coded most of VLC, I probably know more about VLC that you do. So please go away with your snarky comments.

And seeing your comments, rate changing (turtle) does not mean speed limits, like AT ALL, speed is totally unrelated to bandwidth.

i think the OP is in the wrong forum. sounds like he's referring to a p2p app called transmission.
