Release 3.0.3 Effects not working

Hi,
I have used and enjoyed VLC for years and recently upgraded to the 3.0.3 version. I use a HP Desktop with an AMD A6 processor and Windows 10. After the install, I found that none of my videos, mostly MP4 type would display, but the audio would be heard. I learned to use Tools/Preferences to adjust the vidoe output to Direct3D9 so now I can see the videos. I find that the Tools/Effects and Filters/Video function does not work any more. Effects and Filters are important to me because many of the videos I watch need to be tweaked for better visibility. None of the sliders in the Adjustments and Effects/Video Effects/Image Adjust box (checked) seem to work. A couple of times randomly it worked, but generally doesn't. Thanks for any help.
