Change Windows device letter

On Windows XP in Open-Disk-Menu the device letter is D: as default.
My DVD-Rom is at E:. Is it possible to change the default to E: permanently?

Change drive letters here:
Settings->Input / Codecs->General->Default devices

of course i can change it there. but vlc doesn't detect the correct drive(letters) after a fresh install here ...
