Hello,
I multiplexed 3× Videos in one *.mkv-File with "MKVToolNix" (https://mkvtoolnix.download/downloads.html).
Later I played the same *.mkv-File with the VLC-Player Version 3.0.2 (64 Bit) under the OS "Microsoft Windows 10".
By playing the *.mkv-File (including 3× Videos) with the VLC-Player it shows only one Video-Window, where I can change manual between the 3× Audio- and 3× Video-Tracks in the VLC-Menu.
In the following Video the same Procedure works fine with playing multiple Videos in three separate Video-Windows under MacOS.

Are there any Preferences for "Microsoft Windows 10" to change the VLC-Output with separate Video-Windows for each Video?
Hope, there is an Solution under "Microsoft Windows 10" to play multiple Videos from one *.mkv-File in separate Video-Windows, synchronized for different Monitors or in an Mosaic-View, like the Youtube-Link.
