Yes. This item is gray and can not be changed.

PS May be can change from something config file?

Need change OUTPUT (lower on this page) from Automatic to DirectX or Waveout.

Is there any specific difference in audio quality, audio level or with anything else depending on which of those options is selected in the Output module drop down menu? I selected WaveOut. Is that okay? Or do any of the other options have any advantage over WaveOut?

In general, yes. WASAPI is better than DirectSound, which is better than WaveOut. But with WASAPI, the volume is always saved (not reset), by design of Windows.

VLC player can change volume in WASAPI mode? Yes!.. Then why it can not set volume level at start (script or sothething..)?

Because that would have clobbered the volume of all apps in the same session.
