Why no proper OSD in Fullscreen Mode?

Hi,
What I really don't understand is why VLC does not allow the user to scroll through a video or use a proper OSD in fullscreen mode.
EVERY other player does. WMP, BSPlayer, ZoomPlayer, they all have it.

Why doesn't VLC? Or is possible to somehow activate this feature and I just can't find it?

I use the 'jump forward/back 5/60/300 seconds' hotkeys just fine.

Settings - Preferences - Interface - Control Interfaces - Enable "Interface showing control interface" - save, restart VLC.

To use this feature, VLC has to be in fullscreen then move your mouse to the top of the screen and the control interface should appear.

A much more simple way is to press "i" while you are in full screen mode.
It's the default hotkey, you can change it in the "Hotkeys Settings".
