Playing DVB-C using VLC (WinTV HVR-5525)

Hi there,

I am using the following setup:
Win10, fresh install
Computer with integrated graphics
Recent VLC version
WinTV HVR-5525 card
Cable with approved signal incoming

I am trying to do the following:
The cable has a signal with 330 MHz, 6900000 bauds and 256 QAM modulation. First I want to just view this channel (it works with a standard set-top-box using the same cable) with VLC. Second I want to stream this signal to my LAN using VLC.

Here's my configuration:

Here's the error log:
ts error: libdvbpsi error (PSI decoder): TS discontinuity (received 9, expected 13) for PID 257
ts error: libdvbpsi error (PSI decoder): TS discontinuity (received 11, expected 10) for PID 257
ts error: libdvbpsi error (PSI decoder): TS discontinuity (received 13, expected 7) for PID 0
And endless more of those.

Maybe interesting: After waiting for several minutes the Window size adjusts. Seems like some information arrives.

Maybe the DVB-C is encrypt? Here in Austria it is common that the is encrypt and in the Setopbox there is an Key inside who encrypt it.
