Can't change playback speed

I am using VLC to play back a network stream using RTSP and I am unable to change the playback speed. I have tried this with Windows version 2.2.5.1 on WIndows 7 and OS X version 2.2.6 on Sierra. On Windows, if I press the + key, I see an OSD speed indicator but the playback speed does not change. I have tried the + key, Playback menu and slider bar. A wireshark trace shows that no request is sent to the server to change the speed. I have also noticed that when pause is pressed, the display is paused but no PAUSE request is sent to the server. I am sure that in a previous version of VLC wireshark showed PLAY requests with a Scale header being sent to the server when playback speed was changed. Do these versions of VLC support playback speed changes with an RTSP stream?
