After Windows 10 Upgrade - Can't Play Video or Audio with RTP

I upgrade my system from Windows 10 - 1607 to 1709, and now I can no longer access my video or audio streams that use RTP. I click the links, it opens VLC, but never displays and video or audio. If I take another machine and build it to Windows 10 1709, without doing the Microsoft upgrade process, VLC to these same links/streams works without issue. Ive tried uninstalling VLC, and re-installing it as well on the broken machine and this doesn't seem to have any affect. Im using VLC 2.2.6. I ran a debug, but unfortunately I can't get it off my system to share.

In the debug I see things like no art finder modules matched, no meta fetcher modules found, no meta reader modules matched, no art found, deleting the input, setting an input, incoming request - stopping current input, dead input.

I also have this problem with Windows 10 1709, but works on Windows 7 and the iPhone app. (I am trying to see the BT test stream rtp://234.81.130.4:5802)

I have tried VLC 3.0.0 RC7 and also 4.0.0, but no success.

Any other suggestions please?

Can you provide some logs ? Ctrl+M and verbosity set to 2.

Sorry, I must be missing something. Even with verbosity set to 2, the log file generated is empty after trying to steam?

Are you sure that source is still working ?

main debug: `rtp://234.81.130.4:5802' successfully opened

It seems that it was opened correctly but then there is no data received.

I checked on a Windows 7 machine before and after creating the log on Windows 10 and on that machine the source was working.
