Begin a video in one of its parts ?

is this configurable with vlc.

Some scripting for this ? Some console line commands for this ?

What are those commands ? Where can I insert those commands ?

They are command line arguments, for instance:

vlc.exe video.mp4 --start-time 20 --stop-time 60
