2.2.8 garbled song information

This is a problem with some of your tags which are not using the UTF-16 format.

On Windows Mp3tag can do this and you can create scripts for mass tagging.
For best compatibilty with any player and OS, make sure that "ID3v2.3 UTF-16" is selected in Tools -> Options -> Tags -> Mpeg

I used the other players (including WMP) to play the same file without garbled, I hope VLC media player able to do so, so that I no need to use Mp3tag to edit the all songs information.

I regret to hear that, I have already said, I used the other players (including WMP and Groove music for win10)to play the same file without garbled,In other words, when I use these players, I do not need to use Mp3tag to edit song information.
This is VLC support is not good.

That just means WMP and Groove have the same bug as your files.
