Line artifact at bottom of media frames

Sorry for the weird title, but this is hard to explain. I'm getting a line, dashes, dots at the bottom of the video frame. I have a 5:4 screen and it's displaying in this example a 4:3 frame.

It's happening with various files I encode, files others encoded (like that C.Y.E. frame). Does not happen in WMP. So I guess it's a VLC related setting or ...graphics driver? I have played with it and found nothing.

Would be awesome if I could turn this line off now :lol:

* Always provide verbose LOGS ! (command line or from gui)
* Always check your issue against a developer build from Nightly Build of VLC

October 2 build.

Upgraded the problem. Now the line is solid and there's a strange "film guide" thing going on in the upper right. These things appear in all frames.
