VLC playback issues when downloaded from Plex Server

I have been running vlc for ios with no issues for awhile now, until itunes made it impossible for me to transfer files to vlc via itunes and I needed another way to transfer media to my ipad. I started using the download from plex, and it saved locally to my ipad. Playback on those files is super jenky. If i scrub forward 30 seconds, it will just go black, and not work. If I close and reopen it, often times it will just restart from the beginning. Or the app will crash mid playback, or just throw me back to the main screen at the same part of a file. What is happening here?

I'm using iPad mini4 and I got the same problem after I upgraded to iOS11.

Before I upgraded, I had a vedio and played without playback problem, but after I upgraded, this problem came.
