The underlying cause of this is a delayed or unfulfilled vlc read-request. The primary triggers are fine-grained power management (AHCI's HIPM/DIPM) enabled mechanical drives, and also your basic IO contention scenario's. I have made a few posts on pages 4 & 5 over on this thread (https://forum.videolan.org/viewtopic.ph ... 9&start=60), that detail a few things you could try.

You can go to video codecs in advanced preferences and disable "Hurry Up" in ffmpeg.
If the playback gets painfully slow, that's speed issue.
:!: If you want your problem to be solved :
* First read troubleshooting guide VSG:Main
* Always provide verbose LOGS ! (command line or from gui)
* Always check your issue against a developer build from Nightly Build of VLC
* Tell us when your problem is solved !
