The parallelism in such processors is mainly there for pc video game acceleration, which has nothing to do with VLC.

If VLC was slow and was dropping frames when run on the average PC, then this might be considered.
However, VLC consumes around 4% of my PC CPU bandwidth, according to Windows Task Manager.
There is no value to wasting resources optimizing VLC.

Have you tried to play HD H.264 videos with VLC? For example http://www.blugin.com/demo_MainConceptAVC.mp4 (NOT WORKSAFE!) causes lagfest on slower computers. And the bitrate is only 8000Kbps, with Blu-ray stuff, bitrate is between 20-20 Mbps.

That video may not be safe anywhere, with regard to age.
It consumed 40% of my processor.
This indicates that MPEG-4 is not as efficient as was hoped.

No one shares video of that high bit rate.
No one would store a video for long term archive on limited hard disk resources at that high bit rate.
That is why recommendations I have made about Convert capability are so important.
Before anyone would share that video, they would want to Convert it to a much lower bit rate first.
And as anyone can see with this video, it cannot be loaded into Windows Movie Maker 2 and Convert-ed to a lower bit rate.
WMM2 will not accept that video, even when the extension suffix is changed to .MPG .

Videolan can play the video and thus should be in a good position to feed it into another codec and downshift to something more manageable, like 1 Mbps, or 780 Kbps, which I usually use for archive, after the initial first few views in high resolution.

The whole idea of MPEG-4 is to be able to provide high quality video at a lower bit rate. Whether it succeeds at that or not is still up in the air. That is why the Mpeg-4 processing cost is so high. Thus, any Videolan project manager's focus here should be on a Convert capability from 8Mbps to a lower more manageable bit rate, for sharing and archive purposes.

At that mp4 video's bit rate, Titanic would consume around 12 GBytes of hard disk storage.
120 hours on a 500 GByte drive.

In this VLC version 3.0 beta, laptop video freezes for maybe 10 seconds at a time,
when acceleration is active on

URL linked was to a win32 vlc version.
When graphics acceleration is disabled, then .wtv will play,
at approximately 20% of the Windows Task Manager cpu display.
At that point selecting Subtitles/Subtrack/Closed Captions 1/ does display
closed captions, so far.
The font is large and does not respond to Preferences selections for Small
or Smaller.

What about the scrolling side-window to display the Closed Captions
with full copy/paste access ?

On .wtv /vlc-play/vlc-record/vlc-secondary-file-playback/
there is a slight video to audio synchronization problem
(maybe .5 sec that the video is late).
Not sure if this is video intermittently ( maybe .25 sec here and there) not playing at all,
or wandering sync within a 1 sec range.

Another feature which would be very useful using Windows
"Date Created" information, would be to implement a selectable mode
in which the actual Time-Of-Day is displayed in the VLC window,
instead of the time-displacement since the beginning of the file.
Some files could be 10 hours long, during which a specific event is known
to have occurred at a certain time of day.
Much of this type of viewing, and perhaps editing (VLC-Record), requires the user
to look at the Date Created, do some arithmetic on fingers thumbs and toes,
to derive the desired file displacement point.

Experimenting with vlc 3 playback of WMC .wtv recordings of
different channels, I found one channel whose recordings vlc 3
plays fine with hardware-accelerated decoding.
All other .wtv files I have tried, the picture will display like a jpeg,
then freeze, while audio playback continues.
So far, no problem with .M2TS files from HD PVR.
