VLC change sound level without permission

Hi all,
after 10+ years using VLC and never use another media player,
now i'm having trouble with VLC.
VLC ALWAYS TURN THE SOUND LEVEL DOWN AND THE AUDIO QUALITY BECOME BAD, EVERYTIME MY CURSOR CLICK TO ANOTHER WINDOW/PROGRAM.
I've tried many ways reinstalling audio driver and reinstalling latest VLC version.
but the problem still exist.

Anybody could help?

This is a feature of newer Windows OS versions. Check OS audio settings.

Did you try with VLC 3.0 from the nightly builds?
