Change playback FPS using libVLC

So I'm curious if there's an Open-Source project or a built in method to change the playback FPS(can't find any, so assume not).

If there isn't, anyone have any clue where to start?

Edit:
Incase it wasn't clear, I'm not after faster playback, but more frames per second. (dunno how one would miss that)

Your question makes no sense. Video is recorded and encoded at a predefined frame rate, usually 24, 25 or 30.

Yeah was rather tired when i wrote this, sorry.

What I was trying to "ask" is, is there a way to achieve what MPC achieves with SVP, but on VLC or rather using libVLC?
