Last Play Time Index Not Being Asked/Instigated

VLC v3.0.0 - x64 Bit
OS: Windows 8.1 Pro x64



I used RevoUninstaller and CCleaner to remove all traces of earlier versions of VLC before installing.
Rebooted PC, and then installed VLC.

With the 'Qt' option 'Continue playback?' set to 'Ask' OR 'Always' the .MP4 video file always plays from the beginning
TEST: Double Click on .MP4 Video file from windows Explorer, Let VLC Play video for 10 Seconds, Quit VLC Player, double click of video file again.
RESULT: Video file plays from the beginning
