libaacs for VLC Branch or Trunk

When I copy the following files into the VLC release (2.2.4) directory, VLC finds them and allows me to play a Blu-ray:
libaacs.dll
libbdplus.dll
libgcrypt-20.dll
libgpg-error6-0.dll
However, when I try the same with either the branch (2.2.5) or trunk (git) builds, VLC just returns the missing library error:
This Blu-ray Disc needs a library for AACS decoding, and your system does not have it.
Windows 10 x64
VLC x64
libaacs 0.8.1 x64
libdbplus 0.1.2 x64

Can anyone tell me what I'm missing?

It should work. There is nothing obviously wrong.
