MPEG-4 encode/decode

Pardon these simple questions, search of the forum(s) gave no relevant information, but does VideoLAN or libVLC support programmatic encode and/or decode of MPEG-4 files? The downloadable Window binary [x264-10b-r2762-90a61ec.exe] is apparently not a library but rather an application binary to convert file-to-file. If I were to download the project sources, could I compile them into a LIB or DLL callable by Windows applications? Thanks.

x264 is available a library, but it's limited in licensing.
