Libvlc 2.2.0 or 3.0.0

Hello, when i clone the android sample or the android git i guess the libvlc are compiled from the latest stable release, Am I wrong?
How can I compile libvlc from vlc 3.0? do I have to clone a different repository ? if yes which one?

Android git is using libvlc 3.0 already.

So the 3.0 is still buggy with hls stream?
Using the last libvlc version cause a long loading time for HLS
