VLC Media Editor

I cannot find where VLC can be used as a video editor.
Are there plans to add that capability? If not, are there suggestions for a good editor?
Currently, I have Windows Movie Maker and CyberLink PowerDirector 14.

I have a problem video that was recorded at 10 FPS.
VLM handles playback of the file brilliantly, but the other editors choke on the file displaying the video at a horrible resolution.

Go to Tools/effects and filters/video effects/main (principal?).
You'll be greeted by a lot of video editing tools, most of which are very performant.
