audio anomaly when converting/streaming

Hello:

I thought I had a CPU problem because the .MOV or .MP4 files I modify via filter preferences in VLC had stuttering distorted audio.

I upgraded motherboard & cpu and find I have the exact same problems.

It occurred to me that I have on various occasions observed default settings for audio are 44100 stereo but the audio from my camera is mono 16000, and wondered if that is my problem.
