Does VLC support 8kbps AAC encoding?

I use VLC 2.1.3 to view a mono RTSP streaming encoded with 8kbps AAC. Its video codec is H264.
But VLC shows it is a 16kbps AAC encoded stereo RTSP streaming. Does VLC support 8kbps AAC encoding?

By the way, how to convert 8kbps AAC encoded streaming into a AVI file？
