xev lists all events that the X11 protocol supports. VLC is not supposed nor able to access raw input devices.

I have written some transcription software (Linux only) which utilises Vlc and should operate with all known USB foot pedals, Vec Infinity, MicroDia, Olympus etc

I've been transcribing for over 7 years and use VLC almost exclusively. I have the Infinity foot pedal and would LOVE to use it with VLC. Sadly I'm no computer programmer, so even the bits of advice you've given on solving this issue are way over my head. Developers, you seem a bit upset that people are asking for help on this topic. All I know is ExpressScribe charges $35 (on sale, $50 normally) to purchase their foot-pedal-compatible software. I would HAPPILY pay VLC the same to be able to do this!!! We aren't demanding help on this, we're begging you for it! :D
