VOB to MP4 conversion drops audio

I have a Microsoft Surface Pro 3 running Windows 10, and am running VLC 2.2.4.
When I try to convert a VOB file on my hard drive (originally from a DVD), it converts the video fine.
But I get no audio.
My audio is turned on, and another video conversion program did convert both audio and video.
And I have no other problems with my audio (Yes, it's turned on, and the volume is turned up).
I've tried to convert two VOB files, and both give video, but no audio.
