How do I find out what isn't implemented?

For instance, I notice that if I exit and restart, the Android VLC won't resume an audio track. I know that resuming is implemented in other versions of VLC. However, I have no idea if it is implemented in the Android version--which means I have no idea if this is a bug or not, and no idea how I should report it.

Also, does the Android version number (2.0.4) track the version numbers of VLC on other platforms? (so I know that if 2.0.4 on other platforms hasn't implemented a feature, neither has the Android version)

There is no easy way, except reading the releases notes.
