Do you mean software or hardware ?

For on demand "streaming" of files, the most simple solution is to put them on a standard web server, like Apache

Buffalo makes an affordable 1TB file server

I have a buffalo 1tb file server for all my media storage. It was pretty cheap ($700) for the amount of storage and works well as a NAS.
