What does "No Active Input" mean?

What does "No Active Input" mean?

I have inherited a fairly basic (Windows XP)MFC App application that Uses LibVLC(Ver 2.2.1) to play a video stream. I notice that after I call libvlc_media_player_set_rate(), I always get the message:
"no active input" from libvlc_errmsg(). At least I think this is the message I am getting as the first four bytes are always corrupted in the string, so I actually get something like
"$%#/ctive input".
I cannot find any documentation of this error message.
What does "No Active Input" mean?

You cannot set rate without a running input.
