DVD playback takes 10-15 minutes to begin

Hello!

I'm running 64 bit vlc 2.2.3 on a newly built computer:

Windows 10, i7 6700k, 16 GB DDR4, GTX 970, using a LG WH16NS40 Blu-Ray writer to play discs.

No problems running blu-ray discs (when they're part of my aacs file), but when I try to play DVDs it will take 10 or 15 minutes to begin playback of the movie. I've confirmed that the DVDs work on my older computer running VLC 2.1.3 ricewind with no problems. If I click the forward or back skip buttons once it starts playing, I have to wait another 10-15 minutes for the skip to complete.
