30MP stream convert to different resolutions by zones

Dear,

I'm using a 7K IP camera with 30MP stream. That's a huge stream and I'd need that resolution in some specific zones. For example, for the full stream I just need 30MP in the half top and a lower resolution in the bottom half. Is there any way to do that?
