Got high cpu usage when change 2.0.7 to 2.1 and 2.2

Hi all,

my project is to relay cameras in private network to public network, I use libvlc vlm functions to generate camera relay,
the performance at 2.0.7 is very well, get 10% cpu usage when generate 70 camera relay.

When I change libvlc to 2.1.x or 2.2.1, the cpu usage get 100% loading when set muxer to ts, even with no muxer, cpu usage
still goes over 50%, in 2.0.7, the cpu usage doesn't clearly change between muxer=ts and no muxer.

environment: windows7, 64bit

Try to disable reencoding.
