Is there any way to map a specific setting to a key or toolbar button?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

Is there any way to map a specific setting to a key or toolbar button?

I'm using VLC for streaming youtube videos, and I want to be able to readily control the quality of the video using the "preferred video resolution" setting, without having to go into preferences every time. Currently, I can't find any way to map this setting to a custom toolbar button, or to a keyboard shortcut.

Is there any way to do this? Are there any other ways to achieve the same result? Please let me know.

Also, how do I find which is the current resolution playing?
