'Above the Video' setting doesn't work

I recently got a new desktop computer with Windows 7 on it. After installing VLC 2.2.1 I customized the interface like I normally do. I prefer to have the toolbar above the video rather than below. I clicked the box for 'Above the Video', but when I close out of that menu the toolbar is still below the video. When I go back into the editor the box I clicked is set to off. I have the same version of VLC on my laptop (also with win7) and it works as it should. Does anyone know why the toolbar won't change on my desktop? Thanks for any help.

I fixed it. I did a full uninstall (including preferences and caches). I then installed a previous version of vlc and updated through the player to 2.2.1. The toolbar is now on top.

This bug is still present and it's in the player itself.
I did a full uninstall, cleared all registry entries, tried multiple versions including 3.0.0 and yet the box "Above the video" still does zilch, nothing.
After retrieving the interface settings from an old install of VLC 2.1.1, I seem to have found the problem and have a fix for anyone finding this thread:
  1. Navigate to C:\Users\Your Name\AppData\Roaming\vlc or simply press Win+R and enter %AppData%\Roaming\vlc to get there quickly.
  2. Open vlc-qt-interface.ini with a text editor of your choice.
  3. Change ToolbarPos=True to ToolbarPos=1.
  4. Save the file.
There you go, the toolbar is above the video again.
Now any change you'll make in interface settings will revert this value, so you'll have to change it to "1" again, after you've set everything else to your liking.
Hope this may be fixed now.

I'm checking back into this thread a year later, because I've just finished up another computer that I replaced the motherboard and hard drive for and I had the same issue with VLC player and rocky's fix is the quickest and easiest way to correct it. Thank you for the advice.
