Distribute ActiveX with application

I am using the VLC Active X plugin to play videos in an MS Access database application. It is working well and is much more stable than the Windows Media Player plugin we used to use. However, I am trying to find a way of distributing the Active X control and all the necessary files with the database application so that the users don't need to download and install the full VLC Player (some have restrictions on installing new software on their machines). I tried to copy the files and manually registering the Active X control but that did not work. Any suggestions would be welcome.

I believe you need axvlc.dll, libvlc.dll, libvlccore.dll and next to it, the plugins/ folder.
