File wont play

Using VLC ver 2.2.0-rc2-20150129-1826
on Windows 7 64 bit

I have been transferring some HD video files form my Humax PVR to my PC.
Some of the files will play by VLC, but others won't play ......... player window opens but nothing happens - no error reported.
All files will play in WMP or MPC

Here are 2 Mediainfo files ... for a file that will and one that won't.

Only obvious difference I can see is that on file that plays it shows :
Scan type : Progressive
Scan order : Top Field First

on the one that does not play it has no entry for scan order

Both files play happily on original PVR.

We need access to the files.

I found that Splash Lite will play these files so have now move to using Splash Lite instead
