Long delay starting playback

VLC 2.2.1 running on Win8.1 x64

I RDC onto my server and try to play video files in VLC, the interface opens, it then tries to start playing the file I have either double-clicked or dropped on to the VLC window but it pauses for a very long time before the playback starts.

I have switched verbose logging on and see this -

This is written to the debug log just before the long wait for playback

I guess all of those core warning: buffer too late (-xxx us): dropped entries are the cause of the delay, but what is causing it?

This has been bothering me for a while but I have just go around to troubleshooting, point being that it was happening before the recent 2.2.1 release so it's not just a problem for me with the current release.

Also, I don't think it's flietype / codec specific as it happens with all kinds of files/containers/codecs.

Yes, I also report this drawback.

Specifications for my case:
- the drawback happens with the last version of VLC only (2.2.1)
- I start VLC and movies from my PC directly. No remote connections
- I use Windows XP sp.3

Is your plugins.dat correctly inserted?

I am not entirely sure what you mean, but in C:\Program Files (x86)\VideoLAN\VLC\plugins\ there is a plugins.dat file - size 256 KB (262,682 bytes).

Me too.
That file is updated every time I start a movie.

That file is updated every time I start a movie.
I was unclear: that file is updated when I open/start the program VLC, therefore once only, not each time I start a movie from inside VLC.

When I skip video several times in a short time, the audio start is delayed. This is the same problem? Perhaps the fact that I set the buffer in 3 seconds, but it still should not be.

I also report the same thing: delay (or a total block) occurs even when skipping the video in a certain time (short or long).
