Automate VLC

I am interested in a video player that can be automated to open a video at particular time-code and play from there to another point. To be clear, lets say a video is 1 minute long, the video would open at 22 seconds and then only play until 42 seconds. This could then be automated via a script. I am a developer I can code in C++ and JavaScript as well as some other languages. i am also currently learning Python. Does anybody know if this could be something that VLC player could be programed to do? Thanks

i want to do the same thing, only with an mp3...open it at a given time in seconds, play for so many seconds. as well, a 1/2 second fadein and a 3 second fadeout...willing to pay $$$ for such a plugin...thanx!

It could be easy done with Web Browser + Vlc Web Plugin + JavaScript

but tbh don't sure about fadein and fadeout...
