Could you give us some more information about the software version and setup you are using? Also, does this problem occur with multiple videos or just a particular one?

You might try this:
I am assuming that the VLC "Rotate" filter has become enabled, for some reason...
  1. In VLC, click ToolsEffects & Filters
  2. In the new window, click the Video Effects tab.
  3. Now, below those tabs is another row of tabs, click the Geometry tab.
  4. Find the Rotate checkbox & make sure it's unchecked.
...now it's "fixed", but it may not "stick". Close & Run VLC again to see if that setting stayed off, if not, fix it again (above steps), then...
  1. In VLC, click ToolsPreferences
  2. Click Save
  3. Close VLC to commit the pref change (otherwise, if VLC crashes, this change {or some changes} might not be saved)
  4. Run VLC & see if that fixes the problem
...yes, you are opening Prefs, just to click Save. I've had that force things to Save when otherwise they didn't.
