Frame Rate: "Same as Source" is not "Same as Source"

I apologize: I obviously posted this in the wrong forum. Please ignore this post.

I am encoding a DVD to H.264 MKV and MP4 using the Normal and "High Profile" Presets. The DVD has a framerate of 29.97. The encoded output has a framerate of 23.976.
As you may know, the Presets on the Video tab for Framerate are "Same as source" "Variable Framerate". I have also tried switching to "Constant Framerate". Regardless, the resulting encoded output is always 23.976 which is obviously not "Same as source".

What causes this discrepancy?

I am using Handbrake 0.10.0.6534 64-bit on Windows 7 Ultimate 64-bit.
