VLC does not make use of VFW or ACM system codecs in Windows. VLC makes use only of whatever codecs are built-in to it. Thus, if a particular file won't play in VLC, or is missing audio or video, there is nothing you can do. You cannot install a codec to fix the issue.

This has good and bad points. The good side is that VLC's capabilities are not dependent on what codecs you happen to have installed in your operating system. If VLC on my system will play a video, it will play it on your system and everyon else's system. The bad side is that there is no quick fix if you happen to have a video which VLC won't play.

[edit] I downloaded the video - the audio seems to be AAC - you may be able to use 'ffdshow' to get the video to play with a Windows media player that uses directshow/acm codecs, or MPlayer in Linux.
