No other location [By miracle? SOVLED]

Download speed for the file listed below from page " http://download.videolan.org/pub/videol ... ast/win64/ " slows to a halt without completing.... I have used vlc player for a long time, I also have been using the 64 bit for along time... Some of the videos alone require 3-9GB of ram due to video and audio complexity

Things I have tried:
Calling my ISP to see if any throttling or other issues are at hand.
Setting my router/modem to default
Getting a new router/modem
Reducing router/modem security to almost non existence (which included running ping and trace)
Turning off, firewall, av, uac, internet security setting both trusted and restricted, any and all crypto services,
Slowly turning them back on and/or reinstalling them (av and other internet security's)
Contacted the Internet Security program Customer service. (which included running ping and trace)
Contacted hardware manufacture
Contacted OS customer support (which included running ping and trace)
I have done everything i can think of and several other departments can think of short of reinstalling os

btw low ping (low being less than 500), and less than 10 jumps 100% sure of that without question. i think it was less than 7 jumps

ps, i have repeated these measures for each of the following browsers IE, Chrome, Firefox.
Its your turn... Applied what i like to call the R3 method, Reinstall, Reset, Repeat...

A little bit about my current state of mind on this issue...... I am tired, worn out, my eyes hurt, my brain is very static feeling at the moment, my ears hurt from the sound of talking to customer support.

I have tried more methods than whats on this list, but these are the time consuming things I will not be repeating I have dealt with a lot of bad customer service people (who clearly had no idea what they where talking about) because of that, some of those steps had to be started over and done multiple times....

I am not going to be in the mood for messing around, period. So If your capable of being professional and able to abide by the fact that whats been tried do not ask, on the other hand I do understand if some of the same questions Customer Support has asked me from the list are asked from me again (thats why those sections are rather vague on-top of security reasons).

things that wont happen:
I will not call them and/or send the problem back to them (manufacture, os, isp, av/ect.)
I will not reveal sensitive information, (some information may be posted with missing/edited via xxxxxx)
I will not be getting a new router/modem, since the only download issue i am having is yours.
I will not reinstall os (unless there is no other option on this planet, and that will require hard evidence to support reinstall.)

everything else should be great suggestions

Windows 8.1 Pro, Single Multicore CPU AMD running at 4.0ghz, 32gb ram, 4gb dedicated video ram, GPU ( I dont remember off the top of my head of the clock speed of the video card), 8gb shared video ram, gigabit eth, 15megabit down speed, all drivers are current or at least up to date.

I just checked and the file download fine, even from a different continent, and nobody else complained. The issue is on your end. There is nothing we can do. If you don't want to fix it, that is fine.

at the time of the original post i had accumulated 5 or more incomplete files but as of right now.

Thank you to whoever fixed the issue... apparently no thanks to Remi.
