There is a bug with International options of Windows

I try to PLAY a stream file (RTSP protocol and h.264 file) but VLC don't work.
I am Italian therefore i have the Italian settings.
I changed my international options:
control panel------>International options, i changed "," to "." and magically VLC works fine.
Please fix this bug......(#398 i think) i really need this feature.

Yes, i have the same problem....!!!!!
Really if i change my international option VLC work?
